Fiscal conflicts mediation guide

Preface

For the business environment, fiscal mediation means to promote a fair and economically efficient alternative. Although currently there is no a well established mechanism for a fiscal conflict mediation we notice that the legislation expressly provides any disputes solving through mediation. Through this guide we intend to familiarize with the principles of mediation, especially fiscal mediation, as a result of testing fiscal mediation in the pilot districts Rezina Şoldăneşti, Teleneşti, Orhei, Soroca and Floreşti. We hope that through our effort was added a brick for increasing trust and the role of mediation in the life of the whole society, businesses and fiscal authorities.

During the period in which we are facing the economic crisis, other malfunctions in all areas and severe lack of hope of the development of private small business, fiscal mediation is confirmed by the results of a survey conducted on a sample of 1000 respondents from small and medium business community and will be required like a long-awaited normality in their community. The fiscal mediation will offer to the business environment a role of balancing and encouraging factor for sustainable development of this sector, while determining that understanding, not the conflict, the negotiation and not the fight are important.

Through this guide we promote the mediation institution and its undeniable advantages. We believe in having a good start, and that our enthusiasm and determination will be followed by many mediators, including public authorities, so that the future to belong to mediation, in order to prevent conflicts in all areas.
